He has completed the Oil Spill Clearance-On Scene Commander (Imo Level 2 Equivalent) course at the Oil Spill Response (OSRL), the Clean Sea Net Officer operator course at the European Maritime Safety Agency (EMSA) and the Hazardous Materials course at the Lisbon Fire Brigade.
He spent more than three decades in the Portuguese Navy, as a Chief Naval Machinist Sergeant and spent more than 10 years in the board for Fighting Pollution at Sea as an Oil Spill Responder, as well as being a trainer for the Maritime Authority School in the courses for Fighting Pollution at Sea Operators.
His career includes deployment on the missions to hand over the ships Vasco da Gama and Francisco de Almeida to the Portuguese Navy and other missions within the scope of NATO.
He is the managing partner of Ad Mare Solutions, Lda, a company dedicated to training, sales and maintenance of equipment to fight pollution at sea, and the representative of DESMI Enviro-Care, Darçy Uk and Carlier Chaines in Portugal.
He has participated and collaborated in the organization of several national and international exercises to fight pollution at sea, such as Atlantic Polex and Anemona.
He represented the National Maritime Authority at the Arcopol Platform Meeting to present the Clean Sea Plan in Brest, France.
